Killing of Peter R. de Vries highlights press freedom challenges in Netherlands

The line in front of the Royal Theatre Carré in Amsterdam was almost a kilometer long, and the waiting time was over two hours for mourners who had come to pay tribute to renowned Dutch crime reporter Peter R de Vries. The 64-year-old journalist had been shot in the evening of July 6, only moments after leaving a TV studio where he had participated in a talk show. He died in hospital nine days later.

The details behind the murder are still unknown, but the office of public prosecution has suggested a link to de Vries’ role in the so-called Marengo trial, a criminal case against leading members of a criminal organization involved in drug trafficking. De Vries had been acting as advisor to Nabil B., a former member who is testifying against Ridouan Taghi, the principal suspect in the trial.

Following the deadly attack on De Vries and threats made against the TV program, the studio moved its broadcasting to a different location outside of Amsterdam. In recent years, organized crime has been linked to threats made against other media outlets and crime reporters in the Netherlands.

In June 2018, the Amsterdam offices of leading Dutch newspaper De Telegraaf was attacked when a van repeatedly rammed the paper’s entrance before been set on fire by the driver. In the same month, the editorial offices of weekly Panorama were attacked with an anti-tank weapon. Perpetrators were convicted to prison sentences, but the exact background of the attacks remains unclear.

The killing of de Vries comes at a time when the media in the Netherlands are under increasing pressure. For the moment, the country still ranks high on international freedom of expression lists. However, the Netherlands witnessed a clear drop on the World Press Freedom Index last year.

Last year, Dutch public broadcaster NOS decided to scrub its well-known logo from satellite busses and other equipment amidst a rise in attacks on the station’s journalists reporting from anti-government demonstrations, often related to protests against the Dutch government’s Covid-19 measures. The decision came as a shock to large parts of the Dutch public.

However, many of the county’s journalists were less surprised because they had experienced the increasingly hostile environment themselves. NOS editor-in-chief Marcel Gelauff warned in a statement after the decision to forego the station logo: “Journalism is under attack of people who only want to see their own world[view], trying to impede other perspectives, hence harming press freedom.”

Increasing attacks on journalists

The global Covid-19 pandemic has also put the issue of rising violence against journalists in stark relief. Hate speech and attacks on journalists are increasing. During nationwide riots following the government’s announcement of evening curfews, stones were thrown at photographers, and camera crews were violently attacked. At a Covid-19 testing facility in the town of Urk, a NOS reporter and his bodyguard were attacked with pepper spray.

The recent outburst of physical violence towards journalists is unprecedented, but attacks have already become the norm online. Clarice Gargard, a columnist for daily NRC and founder of the feminist platform Lilith Magazine, received thousands of hate messages during the live registration of an anti-Black Pete demonstration in 2018. Gargard reported the messages to the police which eventually led to the convictions of several of the people behind the threats, who were fined or were sentenced to several hours of community service.

Several politicians in the rightwing opposition have joined the fray and publicly lashed out against the media. Leader of the far-right Freedom Party (PVV) Geert Wilders called journalists ‘riffraff’ (‘Tuig van de Richel”) in a Tweet. Thierry Baudet, leader of the far-right Forum for Democracy (FvD) repeatedly attacked the media as well, for example by repeatedly calling broadcaster NOS ‘fake news’.

In reaction to the increasing difficulties Dutch journalists are facing, the local journalist’s union NVJ, the Institute of editors-in-chief, in cooperation with the public prosecutor and the Dutch police established a joint initiative called PersVeilig (“Safe Press”) in 2019. One of the main goals of the initiative is to train and advise journalists on how to react to threats and, if necessary, to prioritize court cases against perpetrators. In the first seven months of this year, PersVeilig received 176 cases resulting in 41 reports to the police, versus 121 over the entire last year.

While the Dutch government often stresses the importance of a free press, it has been accused of playing an active role in the stifling the work of the media by preventing access to crucial state documents, something public authorities are legally bound to facilitate under the freedom of information act (Dutch: Wet Openbaarheid Bestuur, WOB). Often documents which are released arrive late and are incomplete. Sometimes they are not released at all.

Earlier this year, the government was forced to resign over a childcare subsidies scandal, in which the government withheld crucial information to press and parliament, allowing state misconduct to continue, at great human cost to the victims who in some cases lost their livelihoods.

In the cabinet’s resignation, prime-minister Mark Rutte, promised ‘a new governance culture’, and ‘more transparency’. But old habits die hard. Recently, the Dutch Ministry of Health, Welfare and Sport (VWS) lost a court case against current affairs program Nieuwsuur. The journalists had demanded access to state documents regarding the handling of the Covid-19 pandemic. However, instead of putting the caretaker prime minister’s promise of more transparency into practice, the ministry defied the court and refused to provide the requested documents, appealing the court order instead.

Compared to their colleagues in many other countries of the world, journalists in the Netherlands are able to freely investigate and work. However, as the events of the past few years have shown, a sense of deteriorating safety for the media is a slippery slope even in a country that until recently led international press freedom rankings.

Viktor Orbán ignores questions from independent news outlets. But he’s happy to speak to state-controlled media that lob softball questions his way, explains Telex.hu.

While Hungarian Prime Minister Viktor Orbán manages to avoid tough questions domestically, he has been dropping by Kossuth Radio almost every Friday to give an interview to one of the leading editors of the public media, which operates with an annual budget of 325 million euros of taxpayer money. In his third cycle with a two-thirds majority, Viktor Orbán fields questions almost exclusively from Katalin Nagy on the state radio station. The journalist, who was awarded the Knight’s Cross from the Hungarian Order of Merit, doesn’t hesitate to take advantage of these opportunities.

After Czech elections, new push for public media independence (HlídacíPes)

The nationalization of the Czech Television and the Czech Radio has not taken place yet. On the contrary, they are to receive a “vaccine” against political pressures, writes HlidaciPes.org.

Back in September, just before the parliamentary elections, then-Czech Prime Minister Andrej Babiš attacked Czech Television for allegedly “dividing society” during the pandemic. The far-right SPD movement spoke openly about its plan to nationalize both Czech Television and Czech Radio. However, after the elections, in which Babiš lost and the radical populists remained behind their own expectations, everything is (somewhat unexpectedly) different. After many years, there is a chance to cut the public media as much as possible from political influence.

MPs could get draft amendments to the acts on Czech Television and Czech Radio to be examined and scrutinized in the coming months. Senator David Smoljak is involved in their drafting, along with the Endowment for Independent Journalism and a non-profit organisation, Reconstruction of the State. The changes in the acts concern, in particular, how media councils, which in the Czech Republic serve as a “buffer” between political power and editorial independence of public-service media, are formed and elected.

“Firstly, they should strengthen the diversity of the Council, so that it is not elected by only one chamber of the Parliament, which has been the case so far, and thus it is not absolutely dependent on the current winner of the election. There is an emphasis on the competence of the councillors and on the reviewability of their decisions,” Smoljak lists the main objectives of the acts.

Smoljak spoke about the preparations for the amendments last year, but he assumed that the Parliament, in its then composition, would not approve such changes. The past year and a half showed the weaknesses of the current system of nominating and electing the members of the media councils. This is true for both the television and radio councils.

A significant number of the Czech Television Council members have been replaced in the last two years when, after last year’s election of six new members, another five out of a total of fifteen were to follow this year. The nominations of candidates, as well as the selection of the finalists, often noticeably correlated with the parliamentary voting alliance of the ruling ANO movement, the far-right SPD and the Communists.

This alliance often selected candidates without the necessary expertise, but with an openly hostile attitude towards, for example, the management of Czech Television. In the Television Council in particular, this led to the Council meetings becoming hours-long skirmishes between some of the councillors and the Director General, instead of the councillors addressing the control agenda that appertains to the Council members.

It was precisely because of the doubts about the competence of the candidates supported by the ANO government that this spring, the then-parliamentary opposition decided to block the election of four new members of the TV Council by obstructions, resulting in its being incomplete for several months.

Elections also interfered in the staffing of the media councils this year when some councillors themselves decided to run for Parliament. One of the councillors resigned because of this, while another councillor was removed. The act foresees that councillors are not to work for the benefit of any political party. However, the resignation/removal of two councillors has contributed to the vacancies in both of the councils, namely in a situation whereby the Parliament has been unable to elect new councils members due to the obstructions and the upcoming elections.

The aforementioned amendments to the Czech Television and Czech Radio acts therefore prefer to expressly ban councillors from running for political office. However, they bring about an even more fundamental change elsewhere: After twenty years, the acts change the very manner in which media councillors are recruited in the Czech Republic and who is allowed to nominate them and who elects them.

While today any social organization or association – even an absolutely marginal one or one that was founded briefly before the nomination – can send a candidate to the council, the amendment stipulates that the nominating organization would have to have at least a decade-long tradition. They would also have to have been active for a long time in one of an exhaustive list of fields, such as, in addition to the media, culture, trade unions, education, science and protection of human rights. According to the authors of the act, this is a safeguard to ensure that “only active entities, and not ‘shell companies’, nominate the candidates”.

The amendment also sets a minimum threshold of expertise for councillors themselves. They should have experience holding a senior position in public administration or a private company and be knowledgeable in fields such as economics, law or finance or management and, of course, the media.

“There was no political support for the German form of the act,” Senator Smoljak said on the examination and scrutiny of the amendment so far, referring to the way media councils are formed in Germany. What is common there is an enumeration of specific social organizations that are allowed to nominate candidates to the councils, for example churches or trade unions.

Another major change is the election of television and radio councillors, which is now entirely in the hands of the Chamber of Deputies. Under the new arrangements, half of the councillors would be chosen by the Chamber of Deputies and half by the Senate at each election. At the same time, the number of councillors would be reduced to 12 for the television council and to six for the radio council.

However, according to David Smoljak, this would also mean building both councils on a completely new basis. In other words: removing the existing councils, with their current members. “My view is, and not everyone agrees, that when this act comes into force, the existing council should end and a new one should be created because it is difficult to combine that,” Smoljak confirms.

But even if the media acts arrive to the Chamber of Deputies soon, it will probably take many months before the Chamber of Deputies discusses them. The aforementioned vacant positions on the Council of the Czech Television and one position on the Council of the Czech Radio will have to be filled much earlier. And even that could be a problem.

When the election committee of the Chamber of Deputies selected the 12 finalists – candidates for the Television Council – in the spring, some media experts failed to be selected, while open critics of the current management of the Czech Television got the green light. The then-opposition, which became the government majority after the October elections, resorted to the aforementioned obstructions and prevented the election.

The option now is for MPs to start the whole election once again. “Now the election committee has a new composition and the same applies to the whole Chamber of Deputies, so the process will have to be done again,” says Senator Smoljak. Petr Gazdík, the deputy chair of the STAN movement and a member of the election committee in the previous Chamber of Deputies, feels the same way: “In my opinion, nominations and selection should start from the beginning.”

However, representatives of the ANO movement, which led the election committee for the past eight years, disagree. “I don’t like it, but I can’t do anything about it, I have to respect it. I’m curious to see how the former ‘democratic opposition’ will behave now. Whether they outvote us by force and push through their 12 members in the committee,” said Martin Kolovratník, a deputy and member of the committee for ANO.

“In addition to the fact that it’s not all that fair, it also involves a risk that the same obstructions may occur which would replicate the previous obstructions. Looking at it this way, the council is actually unelectable forever,” said another ANO MP, Patrik Nacher, criticizing the announcement of new elections for the television council.

The amendments to the act on Czech Television and the act on Czech Radio, however, envisage other significant changes. Not only the decisions of the councillors themselves, but also their election or dismissal by the Parliament should be subject to judicial review. The review would be carried out by the Supreme Administrative Court.

In addition, the acts also address the issue of sustainable funding of Czech Television and Czech Radio. The Act on radio and television license fees proposes to insert a procedure for adjustment of fees so that they are automatically increased on a regular basis by the current inflation rate announced by the Czech National Bank for a specific calendar year.

The draft act is now undergoing final examination and Senator Smoljak claims that public service media “have priority”. Whether this will remain the case in light of all the gigantic problems awaiting the new government – from COVID-19 and the national debt to expensive energy – remains to be seen in the coming months.

Viktor Orbán’s takeover of the media didn’t come overnight. It’s been a long time in the making. Hungary’s Telex.hu traces the evolution of media capture.

For 30 years Viktor Orbán and his old political colleagues have held the view that the press is against them, that journalists always help their opponents. If Fidesz loses, they think, the power of the press has won. If Fidesz wins, it does so in spite of the media headwind. The same line was taken in Orbán’s 2019 governmental press conference— when he told members of the Hungarian and foreign press that more journalists were against him than for him, “but even in such circumstances it is possible to win” — as in the analysis of the 1994 election result, where Fidesz’s defeat was blamed on a media superiority stacked up against the party. However, the party did not always view the press this way.

In this article we look at the development of the Hungarian media over those 30 years. Today, Hungary is in a dismal 92nd position in the World Press Freedom Index, which is put together by Reporters without Borders (RSF). How did it reach the point where ownership of most of the Hungarian TV, radio, printed and internet media is in some way tied to the government and its politicians.

Among the updates of the month are listed the cases of impunity and trials concerning journalist-murders in Europe, namely those of Peter R. de Vries in the Netherlands, Georgios Karaivaz in Greece and the ongoing calls for justice for the investigative journalist Daphne Caruana Galizia in Malta.

The panel discussion this month was led by EFJ’s Communications and Project Officer Camille Petit who also is doing monitoring as part of the MFRR, and she was joined by guest speakers David Bevan -a media specific risk consultant- and Stefan Bentele -a freelance journalist from Germany who specializes on extremism.

The webinar is presented by Gürkan Özturan, the MFRR Coordinator. The MFRR is organised by an alliance led by the European Centre for Press and Media Freedom (ECPMF) including ARTICLE 19, the European Federation of Journalists (EFJ), Free Press Unlimited (FPU), the Institute for Applied Informatics at the University of Leipzig (InfAI), International Press Institute (IPI) and CCI/Osservatorio Balcani e Caucaso Transeuropa (OBCT).

Italy: Journalists face fresh violence covering ‘green pass’ protests

The undersigned partners of the Media Freedom Rapid Response (MFRR) are highly concerned about yet another series of violent attacks and threats to journalists and media workers covering protests against the government’s pandemic-related measures across Italy.

Several incidents of hostility and violence towards media were reported in Rome on 9 October, when journalists and photojournalists were attacked while reporting on a protest by anti-vaccine and far-right groups against government measures to require all workers to carry the EU Digital COVID Certificate.

Photojournalist Francesco Cocco, a contributor to daily newspaper Il Foglio, said he was deliberately kicked in the groin and injured by a uniformed police officer while documenting the street protest near via Largo Chigi in the capital. Video footage captures Cocco being hit off-camera and dropping to the floor, almost dropping the equipment.

That same afternoon, Flavia Amabile, a journalist with daily newspaper La Stampa, was hit with batons by police while covering the protest near the Piazza del Popolo. First, a police officer in riot gear hit her and another photojournalist with a truncheon despite being made aware they were journalists. In a second incident, Amabile was amidst a group of protesters filming on her mobile phone when the police moved forward and began hitting people violently with truncheons.

On the same day, la Repubblica photojournalist Alessandro Serranò was also attacked with a shovel by a protester who had broken into a construction site and armed himself. Video footage shows Serranò holding a makeshift shield as a man violently swings the shovel at him. He was taken to the emergency room with minor injuries. Journalist Sara Giudice and colleagues from La7 Piazzapulita were also attacked by protesters. Police confirmed that a 52-year-old man was charged with causing aggravated injuries. A trial hearing is set for 10 December.

Two days later, on 11 October, a crew from the public broadcaster Tgr Rai in the region of Friuli Venezia Giulia was threatened and had their equipment damaged as they were covering anti-green-pass protests near the port in Trieste. Journalist Alessandra Zigaina had a microphone snatched out of her hand and thrown away into the crowd. A camera was also ripped out of the operator’s hand and dropped. The crew were also pushed and insulted. During the protest march, the demonstrators stopped outside the Rai headquarters to chant anti-media slogans and shout insults.

Our organisations join Italian journalists’ rights groups in strongly condemning all these incidents of violence against the media. Concerningly, these kinds of attacks have underscored the consistent threats that journalists in Italy face while reporting on anti-lockdown and anti-vaccine pass protests. During the pandemic, MFRR monitoring organisations have documented dozens of attacks and threats against journalists and media workers by protesters in various parts of the country, both during protests and against journalists investigating or reporting on anti-vaccine and conspiracy theory groups. Abuse of journalists covering demonstrations is becoming the norm rather than an anomaly.

We call on the Italian government to urgently take action to improve the safety of journalists covering protests. There is clearly a need for improving the public’s media literacy, so they better understand the press’ role, while also duly investigating and prosecuting acts of violence and harassment. Furthermore, any acts of police brutality must be swiftly and adequately investigated through an appropriate disciplinary process. This must be paired with improved capacity-building among law enforcement personnel in coordination with representatives of the journalistic profession to generate a better understanding of journalists’ and media workers’ protection needs during demonstrations.

Netherlands: IPI condemns arrest of three journalists covering climate protest

Dutch police question journalists’ identity despite possession of press cards

The IPI global network today expresses serious concern over the arrest of three Dutch journalists this week who were covering daily Extinction Rebellion (XR) protests in The Hague. IPI urges the police to use extreme caution while interrogating or arresting journalists at protests, especially when they have press identification.

On October 13, two Dutch journalists were arrested for covering an Extinction Rebellion protest in The Hague. One was Hans Nijenhuis, the former editor-in-chief of the national newspaper Algemeen Dagblad (AD), the newspaper reported on its website. The two had been accompanying XR activists that day as part of a story on the protests.

Police intercepted the group as they were travelling in cars to the area where they planned to block a main road and arrested 25 people. Nijenhuis and his colleague, photojournalist Marco de Swart, who were with the group at the time, were taken to the police station for further investigation. De Swart’s camera equipment was confiscated.

Despite the fact that both journalists were both in possession of the press card issued by the Dutch Association of Journalists (NVJ), and told police they were there in a professional capacity, the police claimed they had to carry out an additional identity check at the station. According to the Dutch police, the two did “present themselves as journalists”. “However we wanted to confirm their identity, which happened at the office”, a police communication officer told IPI. Both were released after two hours.

On Monday, Volkskrant journalist Mac van Dinther was detained and held for four hours for covering a similar XR protest in The Hague, which was part of “The Week of Climate Rebellion’. A police officer had obstructed Van Dinther from reporting on a violent arrest, which the journalist had allegedly called “childish”. The officer then pushed Van Dinther against a police vehicle and forcibly arrested him for allegedly insulting a police officer and refusing to cooperate.

At the time he was wearing a press card around his neck, but the officer did not believe him, reportedly saying “anyone can say they are a journalist”. He was detained The Public Prosecution Service dropped the case against the journalist but continues to justify the arrest. Van Dinther was released that same evening.

“These arrests by Dutch police are a violation of journalists’ right to report on a matter of public interest”, IPI Deputy Director Scott Griffen said. “Police have a responsibility to use extreme caution while interrogating or arresting journalists at protests. All three of these arrests appear to have been unjustified. It is also concerning that officers refused to accept officially licensed press cards and instead hauled two journalists off the street to the police station for additional checks. When it became clear they were journalists, they should have been released immediately. Their arrests resulted in direct interference and obstruction of their reporting.”

“The arrest is very wrong”, Milen van Boldrik, Secretary of the NVJ, said of the arrests on Wednesday. “The journalists called me during the arrest and the police summoned him to end the call, but by that time I knew enough”, she told IPI.

“Journalists should be free to execute their job”, Van Boldrik continued. “They should not be taken to the police office for their identity to be checked. We give out these press cards as a proof of their identity as a journalist. We do a back-up check, and this should be enough. We see that higher officers usually understand this, but local police officers do not always take the press card seriously.” The journalists have been released and will file a complaint against the police together with the NVJ.

The focal topic of this month’s MFRR in Focus news webinar episode is Slovenia where the press agency STA is facing imminent financial collapse following a year long struggle with the government over its independence.

Greece: Justice Ministry must withdraw amendment on ‘false news’

The undersigned partners of the Media Freedom Rapid Response (MFRR) today urge the Greek government to withdraw proposed amendments which would introduce fines and jail sentences for journalists found guilty of publishing “false news”. We believe the draft law’s vague definition and punitive sanctions would undermine the freedom of the press and have a chilling effect at a time when independent journalism is already under pressure in Greece.

The proposed amendments to Article 191 of the Criminal Code, brought forward by the Ministry of Justice, would include penalties for those found guilty of disseminating “false news that is capable of causing concern or fear to the public or undermining public confidence in the national economy, the country’s defense capacity or public health”. It adds: “If the transaction was performed repeatedly through the press or online, the perpetrator is punished with imprisonment of at least six months and a fine”. The publisher or owner of a media outlet responsible would also face prison and financial penalties.

Our organisations understand the serious threat that misinformation poses to Greek society and other states around the world. Globally, online falsehoods and conspiracy theories are distorting reality, undermining democracy and jeopardising the fight against the Covid-19 pandemic. Social media companies, individual citizens and governments themselves all have a role to play in countering the spread of harmful misinformation online.

However, the passing of heavy-handed legislation by governments which grants regulators or prosecutors the power to decide true from false and levy punitive fines on the press is not the correct response and would result in more harm than good. As we have seen around the globe, subjective interpretation of such vaguely worded laws can open the door to censorship of legitimate reporting. Media in Greece already face threats from abusive litigation and jail sentences for criminal defamation. Strengthening Article 191 would only create an additional avenue for journalists to face prosecution and jail time. Even when not applied directly, the potential for self-censorship under such legislation is enormous.

Like other similar legislative proposals around the world, the amendment contains no clear definition of “false news”. The term is ambiguously defined, broadly applicable and open to misuse. Particularly problematic is the sanctioning of reports “capable of causing concern” or which “undermines public confidence” in state authorities. Journalism which holds power to account naturally shakes the public’s trust in government, just as investigative reporting causes legitimate public concern or anger. Under such a vaguely worded law, this kind of vital watchdog journalism could be targeted by political leaders intent on limiting criticism of their policies. Journalistic unions in Greece have rightly criticised the amendment, warning it could lead to journalists being jailed or fined for reporting on issues such as the pandemic.

Rather than improving the existing Article 191 of the Criminal Code, which is already problematic, the government of Prime Minister Kyriakos Mitsotakis would take a major step backwards if this law were eventually passed and send a worrying signal about the administration’s commitment to media freedom. Within the European Union, similar knee-jerk reactions to tackling misinformation during the pandemic were attempted in Romania and Bulgaria: both were either vetoed or withdrawn after staunch criticism from EU institutions. The only country to press ahead was Hungary, which criminalised the spread of misinformation deemed to undermine the authorities’ fight against Covid-19 with fines and prison sentences.

We urge the Greek Ministry of Justice to withdraw the amendment immediately and, should the government decide to press ahead, call on lawmakers to reject the proposal. In an era where politicians increasingly accuse critical journalism of being “fake news”, in the wrong hands such a law would be extremely dangerous. The Ministry of Justice should meet with Greece’s journalist unions and international media freedom organisations to listen to their concerns. Ultimately, the best way to address misinformation is not through government regulation. Rather, what is needed is a strong, professional, pluralist and independent press which can provide the public with reliable sources of information. If the Greek government is serious about tackling the spread of false information, initiatives to protect the safety of (investigative) journalists, develop media literacy and ensure a strong and vibrant media market with a high degree of pluralism are far better places to start.

Greece: Little progress on Karaivaz murder investigation six months on

After six-month anniversary of assassination, IPI urges fresh impetus in police probe

To mark the six-month anniversary of the assassination of veteran Greek crime reporter Giorgos Karaivaz, the IPI global network urges Greek law enforcement authorities to redouble efforts to bring those responsible for the targeted assassination to justice. We call on authorities not to let Karaivaz’s murder become another long-running and damaging case of impunity for the killing of a journalist within the European Union.

On April 9, 2021, Karaivaz, an experienced reporter who worked for the TV channel STAR and ran a news website focusing on crime and policing, was ambushed by two men on a scooter and gunned down outside his home in broad daylight with a silenced weapon. Police said the “professional” style of the hit indicted the involvement of organised crime groups, which have carried out a number of targeted killings in recent years and which Karaivaz was known to have investigated.

Immediately after the murder, IPI and our partners in the Media Freedom Rapid Response (MFRR) wrote to authorities including the prime minister and the minister of citizen protection urging them to ensure the probe by the Hellenic Police was conducted swiftly, thoroughly and professionally. We received no response. However, the government responded to an alert on the Council of Europe’s platform for the safety of journalists, stressing that investigations are continuing as a matter of priority and that authorities “have spared no effort in their search to identify the perpetrators and motives”.

However, despite the collection of substantial amounts of data, security camera footage and forensic analysis, since then no suspects have been publicly identified and no arrests have been made. Public information about the status of the investigation remains scarce, as details of the preliminary investigation have been kept secret under the Greek Code of Criminal Procedure. While we welcome the individual efforts of those involved in the investigation, the lack of communication from police and the Ministry of Citizen Protection means that every month that passes dents hope that those behind the killing – including potential perpetrators, facilitators, go-between and masterminds – will ever be held accountable for the crime.

This is deeply concerning, as impunity for fatal attacks on journalists remains one of the biggest issues for media freedom in the EU. In Greece, the 2010 shooting of radio manager, blogger and investigative journalist Socratis Giolias remains mired in impunity. The longer that these kinds of attacks go unpunished, the more it encourages others thinking about silencing journalists to act. The recent recommendation by the European Commission on the safety of journalists is clear: states must act swiftly to prevent the emergence of a culture of impunity regarding attacks against journalists. We urge Greek authorities to implement the recommendation.

After the six-month anniversary of the murder, and ahead of the International Day to End Impunity for Crimes against Journalists on November 2, we renew our call for all those responsible to be identified and prosecuted. IPI and its partners in the MFRR intend to hold a media freedom mission to Greece in the coming months to assess the main challenges facing independent journalism. The safety of journalists and impunity will be two central themes we hope to discuss with government representatives. We hope that during this time meaningful progress can be made. In the meantime, we will continue to honour Karaivaz’s memory and push for justice for both him and his family.
