Relocation Programmes

Across Europe and beyond, many journalists face threats, harassment, legal pressure, or violence because of their work. When the pressure becomes too great, relocation can provide a vital pause and a chance to regain safety, stability, and professional footing.

Through the Journalists-in-Residence (JiR) programme, the European Centre for Press and Media Freedom (ECPMF) offers temporary relocation in Leipzig, Germany, for media professionals under threat. The programme provides a rent-free, furnished apartment, a monthly stipend, health insurance, and visa support. Depending on individual needs, participants may also receive psychological counselling, digital security training, professional workshops, and assistance with networking and future opportunities.

The JiR programme is designed as a safe haven where journalists can rest, recover, and, if they choose, continue their work in a secure and supportive environment. Residencies typically last three to six months and are tailored to the specific situation of each participant.

Eligibility criteria

  1. Residency: Be a legal resident in any European Union member state or candidate country, a Council of Europe member state, or reside in Belarus or Russia.
  2. Valid Passport: Hold a valid passport.
  3. Professional Experience: Provide at least two references from reputable human rights or media organisations confirming a minimum of 3 years of journalistic work. These references should also highlight the threat situation you have faced as a result of journalistic activities.
  4. Language Skills: Possess verifiable English, German, or Russian language skills at least at an A2-level.
